The important points conveyed by Apple's supervisors are as follows:
1. BPS plans to change the 2010 GDP/GRDP base year. This must be done because the 2010 Base Year is considered too long ago, where the national economic structure has also changed. Moreover, the COVID-19 pandemic has had an impact on changes in the structure of the national economy. On the other hand, international recommendations from the UN Statistical Commission (UNSC) require changes to the base year of GDP/GRDP to be carried out every 5 or at most once every 10 years.
2. BPS plans to use the CVM (Chain Volume Measures) method, namely using base year prices which are updated every year.
With the CVM method, it is hoped that GDP and GRDP estimates as well as economic growth will be better, in line with the advantages of CVM, namely the first, up-to-date, because the weights are updated every year.
3. The second advantage is accuracy. CVM provides more accurate economic growth because it can eliminate the bias of the constant price method.
4. The third advantage is reliability. The CVM method developed based on SUT can guarantee the consistency of the 3 PDB approaches. Lastly, there is no element of subjectivity, because the base year changes every year so there is no need to determine which year will be the base year.
5. The activity of changing the base year (rebasing) in the national accounts and regional balances teams has now entered the reconciliation activity of the results of the preparation of the 2019 SUT (Supply and Use Table), as well as the preparation of the 2020-2021 SUT which will be used as basic data for the preparation of GDP/ CVM-based GRDP.
6. This year, a worksheet (LK) for calculating Quarterly GDP/GRDP using the CVM method is also being carried out.
In supporting the change in the base year, it is hoped that support for the availability of more detailed product and price data is absolutely necessary, both from internal (Subject Matter) and external BPS (K/L/I and department/OPD).
7. The concept and consequences of using the CVM method in calculating GDP/GRDP need to be understood by data providers and data users. Then, it is also necessary to accelerate the reporting of basic and supporting data for the preparation of CVM-based GDP/GRDP. And finally, it is necessary to strengthen collaboration and coordination both internally with BPS and externally with BPS.
